City of Liberty, Mo. Government - Highlights From Last Night's City Council Regular Session Meeting

Highlights from last night's City Council Regular Session meeting included:

- Approval of various appointments and reappointments for Board and Commission members. Thank you to the following citizens for serving as volunteers to our Boards and Commissions that help shape the City of Liberty.Liberty Arts Commission - Appoint Brian Kelley to a term expiring 5/15/2025Enhanced Enterprise Zone Board - Reappoint Paul Jenness to a term expiring 8/1/2027Tax Increment Financing Commission - Reappoint Lowell Mayone to a term expiring 10/31/2026Tax Increment Financing Commission - Reappoint Greg Canuteson to a term expiring 10/31/2026Tree Board - Reappoint Ed Bowers to a term expiring 12/15/2025Tree Board - Reappoint Karen Roth Ridder to a term expiring 12/15/2025

- Approval of an ordinance amending the official zoning map of the City of Liberty by rezoning 50 +/- acres at north of I-35/US 69 intersection from R-1A, "Suburban Residential District" to C-2, "General Business District" for North Liberty Commercial. The buildings are proposed to be used for automotive sales and accompanying uses. (This was the second reading. This item was considered on first reading at the Nov. 28 meeting). The resolution for the preliminary plat for North Liberty Commercial was also approved. 

- Approval of the Collective Bargaining Agreement with the Members of the Fraternal Order of Police (FOP) Lodge 50 and the City of Liberty.

- Approval of a Cooperative Agreement with Clay County, the City of Excelsior Springs; the City of Gladstone; the City of Kearney; the City of North Kansas City; and the City of Smithville for subscription service access to Replica, Inc. with an annual amount not to exceed $13,409.54. This Replica subscription will provide data for transportation and city planning, including origin-destination flows, corridor studies, transit studies, pandemic recovery, workforce profiles, environmental

equity analysis, residential profile conditions, active transportation analysis, economic impact assessments, freight studies, tax forecasting, etc.

- Approval of the annual services agreement with Historic Downtown Liberty, Inc. in an amount not to exceed $40,000 and to provide the Executive Director with insurance choices consistent with those offered to City employees. HDLI operates under the National Trust for Historic Preservation's Main Street Four Point approach to downtown revitalization. It provides consistent promotion and advertising for the downtown area; encourages historically appropriate design strategies for the overall aesthetic appearance; recruits new businesses and provides training for current merchants; manages the Historic Downtown Liberty Farmers Market; hosts a variety of events throughout the year and so much more to keep downtown Liberty a vibrant place to live, shop, dine, visit and explore.

- Consideration of two budget ordinances - the first to adopt the annual budget for the City of Liberty for the Fiscal Year 2023, and the second to adopt the Parks and Parks Sales Tax Budgets for the City of Liberty for the Fiscal Year 2023. Both items were deferred to a second reading on Dec. 19.
